According to the story posted on mystateline.com:

Loves Park police allege that 28-year-old Carrie Kilman was a passenger in a car whose driver became irritated with another vehicle at the intersection of Riverside and Alpine after it did not begin moving when the light turned green. A confrontation then resulted when both vehicles became stopped next to each other in the roadway. That's when Kilman allegedly got out of her vehicle, opened the passenger side door on the other, and sprayed those inside with pepper spray. She then got back into her car and sped off when those occupants produced a baseball bat.

The vehicle Kilman was riding in was pulled over nearby by Loves Park police after they say it was speeding and ran a red light. The driver, 30-year-old Joseph Palumbo of Rockford, told officers the occupants of the other car had pointed a gun at them. That's when the other car pulled up and reported the road rage incident.

During the investigation, police determined that there was no gun involved, and that Kilman had given a false name. They discovered that she was wanted on two Boone County warrants, and was also charged with aggravated battery & obstructing identification.

Palumbo was cited for failing to use child restraint for a child who was also in the car.
