The City of Rockford Construction and Development Services Division is warning property owners of a possible scam involving unlicensed roofing contractors.

The city requires all roof repairs and replacement projects to only be done after the contractor first receives a permit from the city. The city also verifies contractors are in compliance with Illinois roofing license regulations.

Licensed roofers are required to have their license number and business name properly identified on their trucks, bids, advertising and marketing material.

The division also warns it is unlawful to engage in door-to-door commercial home merchandising in Rockford without a Solicitation Permit from the city. Permits must include the City of Rockford logo and name, the solicitation company or organization, the solicitor's name and the dates of the permit.

Those applying for a permit are required to pass a background check. The permissible hours of solicitation in Rockford are 9 a.m. to 8 p.m.

All permits are required to be posted on the job site and should be visible from the street. Those with roofing questions or reports of possible suspicious activity relating to roofing should call Construction and Development Services at 815-987-5550.
