Is This A Potential Gas Station Scam? [VIDEO]

A man from Wheeling, IL may have discovered he was being scammed after he prepaid for fuel.

In the video, posted to YouTube by user Kaloyan Pechevski, the man notices that he is getting charged for gas before he even puts the nozzle into his gas tank.

I have never heard of this happening before. Is there a chance that air is getting into the pump causing the pump to believe that gas is flowing?

I kind of wish the guy would've taken better video. I nearly broke my neck trying to follow the gas line all the way to the top of the pump.
