Unfortunately, a lot of those citizens of Wisconsin don't know when to when. Plus, they haven't figured out that drinking and driving is dangerous and could turn deadly quickly. So, the police arrest many O.W.I. arrests every year. The law is a lot different up there because people get multiple drunk driving arrests in their lives. It's like a badge of honor.

According to WSAW...

A 41-year-old man has been arrested for OWI and other offenses after a breath test found he was more than 21 times over the legal limit.

A field sobriety test confirmed the man had an alcohol concentration of .427 and due to his restriction of .02 from his previous OWI, he was more than 21 times over the legal limit.

The suspect was recently arrested for his second O.W.I., so his blood alcohol limit is lower at .02. He was 21 times over that at .427, which is still way too high to be driving. Maybe he was just upset about the Bears knocking the Packers out of the playoffs.
