You're lucky because one of the best free-to-enter amusement parks in America is in Illinois.
If that sounds good to you, that's because it is. On the downside, it is said to be one of the biggest tourist traps in America.
THE BIGGEST TOURIST TRAP IN AMERICA
I'm talking about Navy Pier if you don't know by now. Located on the shores of majestic Lake Michigan, Good Housekeeping called it one of the best Amusement Parks That Are Free to Enter.
Their story states, "You'll find 3,300 feet of family fun—with a view you can't beat." While I agree that the sights are almost breathtaking, there's not much you can do there with no dough.

Good Housekeeping mentions the best thing to do at Navy Pier as soon as the following sentence while lowkey adding it's a "ticketed" attraction.

I am, of course, talking about taking a ride in the legendary Navy Pier Ferris wheel, called The Centennial Wheel.
Sure, you can enjoy the fireworks from Navy Pier, which are an incredible sight in person, but remember that you will be there with millions of other people, most of whom are tourists from out of town. If that stuff doesn't bug you, you should be good.

Lastly, the article mentions free live music, dance, theatre, and spoken word performances around the pier. While I agree that traveling to Navy Pier and seeing some performed music or dance is an excellent addition, it's hardly the sole reason for the trip.
