I actually know the answer to this question. As someone who frequently transports New Glarus products across statelines to friends and family in Minnesota, I can tell that it is not illegal to bring your Spotted Cow, Totally Naked and Moon Man into other states; it is, however, illegal to sell it outside of Wisconsin.

So, why is it illegal to sell it? Exclusivity, duh. The short answer is that New Glarus doesn't have a license to sell outside of the state of Wisconsin; and bars in states like Minnesota and New York have faced the severe penalties and fines for obtaining and selling it illegally.

When asked if there were any plans to expand sales into other states, the breweries co-owner, Deb Carey, says there is currently no plan to expand...ever.
