Illinois has made some "interesting" legal decisions in the past but I'm pretty sure this is a bipartisan issue. 

There are only 14 states in the union that allow kids to run a lemonade stand with no permits. They are California, Nevada, Utah, North Dakota, Nebraska, Utah, Texas, Louisiana, Missouri, New York, Vermont, Rhode Island, Connecticut, and right here in Illinois.

If you have some friends north of the border in Wisconsin that get in trouble with the law for running a rogue lemonade stand they can get in touch with the Country Time Legal-Ade (get it?) to help them sort out and pay for permits.
