This rule protects Illinois residents from utility disconnections during the coldest months. If electric or gas is your primary heat source, utilities cannot disconnect you when the forecast dips below 32°F or during days leading up to weekends or holidays when freezing temps are expected.

Who Does It Protect?

The rule specifically covers:

  • Low-Income Home Energy Assistance Program (LIHEAP) and Percentage of Income Payment Plan (PIPP) participants.
  • Electric space heating customers (because those little space heaters are working overtime).
  • Military personnel and veterans who might need extra support.

However, the rule doesn’t cover disconnections due to theft, tampering, or safety issues—so don’t even think about cutting corners!

If you’ve fallen behind on your utility bills, you have options:

  • Deferred Payment Agreements (DPA): Contact your utility to work out a plan. Down payments can be as low as 10%.
