Trick-or-Treating has Already Started in One Loves Park Neighborhood

You see a lot of strange things as you're driving around the streets of Loves Park; and that's no discredit to Loves Park, I mean, you see strange things driving anywhere. However, I can't remember seeing anything stranger than this.

That's a grown man dressed up as Scooby Doo, running across the intersection of Maple Avenue and Boulder Street in Loves Park, in the middle of the day.

Ummm...does anyone know who this is or have any idea why he's dressed up like Scooby and making a run for it? I have so many questions. Where is he going? Where did he come from? Seriously, just what in the H-E- double hockey sticks is going on here?
