As the snow begins to melt and the flooding waters of the Rock River bring and leave behind debris from god knows where, the city of Rockford can be a pretty dirty place as we transition from winter to spring. It's not pretty.

Streets lined with trash, which you don't really see that often in Rockford, can be found in any major metropolitan area all year long, and one city in particular has the rest of the nation asking if what they're doing with their homeless population and trash pick up could work for their city.

According to NBC Chicago, the city of Fort Worth, Texas has found a way to clean it's streets and help turn lives around by paying the homeless $10 an hour to pick up garbage from city streets.
