Weatherman Mike Seidel was completely unprepared to do his live report on NBC. In the midst of this snowstorm, was he 'relieving' himself?

NBC's Lester Holt throws it to Weather Channel meteorologist Mike Seidel, who's back is to the camera. Some uncomfortable silence, a couple loud breaths, fumbling for gloves and then the turn around. NBC says the he wasn't writing his name in the snow, he'd dropped his cell phone and was trying to pick it up.
