What is this Strange Looking Vehicle on Highway 251 in Roscoe?

Every time I see a vehicle like this, I wish I was driving a small sports car or go cart so I could drive underneath it.

I assume this is some sort of farm vehicle but I'm not certain. Do you have any idea what this is and what it does?
