So, what's a "number neighbor"? According to Urban Dictionary -

So the challenge is really simple. You just text them! You can say something like, "Hey number neighbor!". Or you can send them a fun GIF, that's what I did. I said hey and sent a gif, and I have no response yet. Maybe because I texted them at 5 AM.
